| `model-switch-consent` | `*` | Silent | The standing rule "no Fable spend without consent" had one enforcement point before this hook: fable-spend-consent, a PreToolUse[Agent] gate that asks before an agent SPAWN pins a Fable id. |
| `webhook-forwarder` | `*` | Fire-and-forget | Registered for every CC event type in hooks.json (async: true). Delegates to telemetry.emit() which fans out to pluggable sinks (JSONL local + HTTP remote). No-op when no sinks are active. |
